In order for a new Niwican province to be created, there must be at least three Niwican citizens requesting the province, and then a Provincial Charter application must be filled out. When the Provincial Charter is submitted, Parliament will vote whether the province should be approved. If three interested individuals are not yet Niwican citizens, they can sign up at http://president.niwic.net/citizenship.
