Meetings of the Niwican Parliament

The Niwican Parliament consists of the governors of the 6 provinces, and the President.  Parliament acts as the governing body below the president, and all things decided by it cannot be vetoed by the president.   The President does not vote in Parliament unless there is a tie, in that case the president breaks the tie.  Parliament meets wherever is convenient, whether the location is in Niwic or not, usually once a month.  The entire parliament need not be present to have a meeting, in fact, only twice has every governor been able to be there.  If a governor is not able to be there, the agenda will be sent to him, and he will have 2 weeks in which to vote.  The parliament votes on most major national things, such as are below.  Here is the Parliamentary Agenda from the March meeting:

ARTICLE 15: DEPARTMENT OF THE POST

  Letters shall be delivered through the Department of the Post (hereafter abbreviated as NDP) for the fee of 4 pence per letter.  Letters will be picked up at a public post-box in Inaduh, Vipers every week, excepting those weeks which contain a national holiday.  Letters shall only be deliverable to local addresses in the Protectorate of Terabithia, the Province of Daddyland, Concrete County Vipers, and Benjaland and Budington Counties Benjaland.  The President of Niwic shall appoint or reappoint a postmaster, to deliver letters, and to act as the Director of the NDP.  Stamps shall be available for purchase in Inaduh, Vipers.  No packages will be delivered.

  ARTICLE 14:  PROVINCES

  The Republic of Niwic shall be divided into political regions, called "provinces."  Every province shall have a capital city, and a governor.  The governors shall be in charge of their provincial government.  The provincial government may be in any form, as long as it is in accordance with the National Constitution, and as long as it is democratic.

  A new province may be created when at least three new citizens of Niwic desire it.  The application for the creation of a new province must be filled out, and sent to the Capital in Inaduh.  Then, if the National Parliament approves it, it will become an official province of the Republic of Niwic.
