The Official Constitution of the Republic of Niwic

As adopted by the Niwican Parliament in September of 2003

PREAMBLE

For the land of Niwic, and its people thereof, we, the governors of the four united Niwican provinces hereby establish this, the constitution of the great Republic of Niwic.

 

ARTICLE 1: NAME

The name of this nation consisting of what was Benjaland, Daddyland, Tatooine, and a small piece of the U.S.A. shall be officially named the Republic of Niwic, after the word "niwi:c" from the Wichita Language.

 

ARTICLE 2: PURPOSE

The purpose of this constitution and government shall be to govern a great nation as we look back at the mistakes of past governments, establish a respected government, and to secure the blessings of liberty to every citizen.

 

ARTICLE 3: CITIZENSHIP

The government shall not charge anything to anyone who desires to gain citizenship to the Republic, only that he promises to obey this constitution, and to respect the leaders currently in power. The one who desires citizenship shall also have to make all his property part of Niwic, whether it becomes a new province or not. Anyone who lives in a Niwican province shall automatically become a citizen.

 

ARTICLE 4:  SYSTEM OF GOVERNMENT

The President shall be the leader of the nation, but he shall have limited power, as Niwic shall be mainly governed by the people.  Every province shall elect for itself a governor. The governor shall be in charge of the provincial system of government in his home province and shall also represent the people of his province in the national parliament. The people of Niwic are expected to communicate with their governor and president and inform them of what they would like them to do in the government, for this is a democratic republic, governed by the people. The governor in turn shall be expected to vote as the majority of his people would have him vote. Every month the national parliament shall meet. The parliament shall consist of each provincial governor, and the president.  The president shall be in charge of assembling the items on the agenda.  Items to vote on can be suggested by the president, one of the governors, or a citizen of Niwic. At the meeting, every item will be read and explained by the president, then every governor will vote on it. If a governor is not present at the meeting, the agenda will be sent to him so that he can vote on each of the items. He will have a 2-week time span to vote in.  If the items are laws being passed, when they are voted in by the parliament, they shall be added to this constitution. All citizens of Niwic, even the president and the governors, are to abide by the law presented by this constitution, and no law shall be passed in contrary to this constitution. Any citizen of Niwic that is eligible to vote may run for election as a governor or president. The elections shall be held on Union Day (December 28th) every year. A president may run for reelection only 3 times in a row, but governors may run for reelection as many times as they want, as some provinces only have one resident. If any citizen of Niwic goes against the law presented in this constitution, they shall be punished according to the constit­ution.

 

ARTICLE 5:  ELECTIONS

As stated in the previous article, national elections shall be held on Union Day (December 28th) every year. The offices shall be the office of the president, and the offices of the governors. The only office that is elected nationally is that of the president. The offices of the governors shall be elected provincially, and only the people of each province shall be able to vote for the governor of their province. All elections are to be held on Union day. The current president shall be in charge of creating ballots, and making copies of them to send to each province. All citizens who desire to run in an election shall have to let the president know before November 28th.  Once every person in Niwic has cast their ballots, the governors shall collect the ballots of their home provinces, and send them to the capital. The president shall then count the votes fairly and send the results to the newspapers of Niwic. If the President fails to count them fairly, he shall lose his citizenship. All directors (ones in charge of the various departments) are appointed by the president, and are not elected. When a new president comes into power, he can either appoint new directors, or keep the current directors. All citizens of Niwic shall be eligible to vote.

 

ARTICLE 6: BILL OF RIGHTS

Every citizen of the REPUBLIC of NÍWIC shall be subject to the blessings of liberty and human rights. For this reason we hereby add these rights to our constitution. In Niwic the rights of the people shall be:

1. Right to Life, Liberty, Security, Enjoyment of Property, and the

right to not be deprived thereof by the government.

2. Right to equality

3. Right to the Freedom of Religion, Freedom of Speech,  Freedom of Assembly and Association, and Freedom of the Press, Typewriter, and computer.

4. Every Niwican law shall, unless it is expressly declared by an act of Parliament that it shall operate notwithstanding the Niwican bill of rights, be so construed and applied as not to abrogate, abr­idge, or infringe or to authorise the abrogation, abridgement, or infringement of any of the rights or freedoms herein recognised and declared, and in particular, no law of Niwic shall be construed or applied so as to

A. Authorise or effect the arbitrary fining of any citizen,

B. Impose or authorise the confinement of any citizen,

C. Deprive the person of the right to the assistance of an interpreter during any election or parliamentary meeting that is conducted in a language or sub-language that the citizen cannot understand.

 

ARTICLE 7: Department of Note Printing

1.    The treasury will get 75% of the money from the D.N.P., and the other 25% will be divided between the provincial treasury(ies).

2.    The date of issue has to be stamped on every note for it to be

legal tender.

3.    The words, "United we stand, Divided we fall" will appear on

all legal tender notes.

4.    The words "Republic of Niwic" will appear on all legal tender

notes in all the languages, alphabets, and sub-languages that are used

in Niwic.

5.    The different denominations of notes will be colour-coded with

the provincial colours.

 

ARTICLE 8: COPYRIGHT ACT

A document that contains information that the author wishes not to be copied can be copyrighted with the Copyright Act of Niwic on the conditions that:

A. The copyrighter is a citizen of the Republic of Niwic

B. That the copyrighter is the author, and no one can copyright

   a document that they are not the author of

C. The copyrighter deposit the small amount of l0p per document

   to the treasury as a copyright fee.

The document that is copyrighted will receive a number, and the number shall be printed at the end of the document as shown below:

NC2003-74

NC = Niwic Copyright

2003 = date copyrighted

74 = 74th document to be copyrighted that year.

Documents that are copyrighted with the Copyright Act of the Republic of Niwic shall be protected in the following ways:

1. If anyone, citizen of Niwic or not, should copy or reproduce in

   any way the document that is copyrighted, he shall be fined

   ₤5, and the money shall go to the treasury.

2. The copyright shall last 5 years, beginning on the year of the

   copyright.

3. If a document is found or published with a fake copyright that

   was never officialised, the one who falsely copyrighted the

   document shall be fined ₤5.

 

ARTICLE 9: REGISTRATIVE ACT

A logo or a brand name that the owner does not want to be used on published documents without the consent of the registrator can registered with the Registrative Act of the Republic of Niwic.

However, this can only be done on the condition that:

A. The registrator is a citizen of the Republic of Niwic

B. That the registrator is the owner, and no one can register a

   brand name or logo that they do not own

C. That the registrator deposits the small amount of 20p to the

   treasury as a registrative fee.

The logo or brand name that is registered shall have this sign printed at the end of it:

Brand names or logos that are registered with the Registrative Act of the Republic of Niwic shall be protected in the following ways:

1. If anyone, citizen of Niwic or not, should print the logo or brand name  

   without permission of the registrator, they shall be fined the sum of ₤2.

2. The logo or brand name shall be eternally registered, until either the

   registrator unregisters it, or until the Republic of Niwic is no more.

3. If a logo or brand name that has not been registered is found with the NR symbol, the person who falsely registered it shall be fined ₤2.

 

ARTICLE 10:  DEPARTMENT OF THE TREASURY

  1. The Treasury will hold all of the Government’s money.
  2. All money from stamps and items sold by the Government shall go to the Treasury.
  3. 75% of all the notes and coins that are made shall go to the Treasury, and the other 25% shall be divided between the provincial treasury(ies).
  4. All the Governors, directors, other Government workers, and the President shall be paid with money from the treasury, either by cheque, or by cash.
  5. The treasury shall be a locked metal box in the capital.
  6. When a cheque from the Treasury is cashed (or deposited) at a bank, the bank should send the cheque to the Treasury to get the money.

When someone brings Benjish money to the Treasury between 12-28-02 to 12-28-03, the treasury will trade it for Niwican money.
